David C. Jory
David C. Jory founded Edge Creek Partners in 2020 to provide targeted federal government relations services for a select group of clients using both remote and in-person communications to and on Capitol Hill. At ECP, David continues to focus on congressional efforts in tax and trade policy, health care, energy, and appropriations.
In 2002, David cofounded Capitol Hill Consulting Group with former Congressman Bill Brewster of Oklahoma, after both had been principals at R. Duffy Wall & Associates, a leading lobbying firm. David also served as President of CHCG subsidiary International Policy Solutions, where he specialized in international matters, including as Washington representative for Algeria’s national oil company, Sonatrach.
Arriving in Washington in 1981, Mr. Jory worked in the House of Representatives for Congressman Jim Weaver (D-OR) and, in 1985, for Senator Bob Packwood, where he worked on Finance Committee matters, among others.
In 1986, during the deliberations on the Tax Reform Act, Mr. Jory became tax counsel to the Air Transport Association (now Airlines for America). Mr. Jory joined Citibank, NA, in 1987 where he served as vice president and Washington tax counsel. In 1997, Mr. Jory joined R. Duffy Wall & Associates as Vice President.
Mr. Jory holds both Bachelor of Science and Juris Doctor degrees from Willamette University in Salem, Oregon, and an LLM in Taxation from the Georgetown Law Center.
A native of Portland, Oregon, Mr. Jory is married to Linda Jory, an administrative law judge. They reside in Washington, DC, and Royal Oak, MD, with their dog Jacques.
